The end of June, 2007 the results of Project “Summary and Publication of best Practices in Road Safety in the Member States of the European Union and in Norway and Switzerland” (SUPREME) funded by the European Commission were placed on the website of the European Commission. The project was commissioned by DG TREN of the European Commission. A total of 31 national and international road safety organisations were involved.

The objective of SUPREME was to collect, analyse, summarise and publish best practise in road safety in the Member States of the European Union, as well as in Norway and Switzerland. Package of reports aims to make the project’s results available to national, regional and local policy makers and decision makers across Europe, thereby encouraging the take-up of successful road safety strategies and measures.

The final report of SUPREME consists of 14 parts –  Methodology of project, List of measures collected and analysed, Best practices in road safety - handbook for measures at the country level, Best practices in road safety - handbook for measures at the European level,  Review of implementation at the country level, as well as nine thematic reports - Education and campaigns; Driver education, training & licensing; Rehabilitation and diagnostics; Vehicles; Infrastructure; Enforcement; Statistics & in-depth analysis; Institutional organisation of road safety; Post accident care. 19th of June, 2007. Psychological Research Institute of Riga Teacher Training and educational Management Academy (RPIVA) in collaboration with Road Traffic Safety Directorate organized an international seminar „Traffic Psychology in Europe and its Possible Application for the Improvement of Traffic safety in Latvia”.

Experts from all countries admitted that the behavior of road users can be changed by the influence of road traffic safety informative campaigns, intensified enforcement as well as activities of traffic psychologists for regular violators.  So there is a necessity for professional traffic psychologists. Involving them in the process of education and training of road users would add to the improvement of road traffic safety situation in Latvia.  RPIVA in collaboration with foreign colleges resolved to see to establishing of such a new specialization for Latvia in its Academy.

14th of June, 2007. Road Traffic Safety Directorate, in collaboration with State Police and internet portal draugiem.lv starts road traffic safety informative anti-alcohol campaign “Bitter Songs of Midsummer festival”. Its aim is to remind the drivers about the possible consequences if driving under the influence of alcohol or drugs. The campaign lasted till 28th of June. The provisional data show that nobody is killed on the roads of Latvia during the Midsummer festival - on 23rd and 24th of June.

7th of June, 2007.  In Brussels the European Transport Safety Council (ETSC) launched its first Road Safety PIN Report on “Raising Compliance with Road Safety Law” comparing 27 European countries’ performance in road safety (http://www.etsc.be/documents/PIN_Report.pdf). The report includes rankings on the three most important aspects of road user behavior – speed, alcohol and seat belt wearing. It shows that increased compliance with road safety law has been gateway to success in those countries where road safety has improved most between 2001 and 2005. Professor Richard Allsop, Chairman of the Road Safety PIN, said: “The PIN rankings show that some countries are good in one area, others in another. Europe’s ambitious target of halving road deaths within a decade can only be reached if all countries learn from one another’s experiences.” more>>

17th of April, 2007. In Brussels was published the ranking of the Member States of the European Union, as well Norway and Switzerland,  made by the European Transport Safety Council (www.etsc.be ). It looks at European countries’ progress in reducing deaths from drink driving crashes. It shows that over the last decade, progress on drink driving has contributed most to overall reductions in deaths in the Czech Republic, Germany and Poland. Only about half of the 18 countries covered in this ranking have succeeded in reducing deaths from drink driving crashes. More>> 

3rd of April, 2007. The Cabinet of Ministers approved "The 2007-2013 Road Traffic Safety Programme in Latvia” which is considering the policy of European Union declared in “The White Paper” (http://ec.europa.eu/transport/white_paper/index_en.htm ) – till 2010 to halve the number of killed in road accidents in comparison with 2001. The aim of the programme is to achieve the reduction of killed by 70% till 2013 in comparison with 2001. The interim goal is to reduce the number of killed by 50% till 2010. 30th of March, 2007. The fourth scientific and practical seminar “Road Traffic Safety Problems in Riga, the Possible Solutions” took place in Riga. It was organized by Traffic and Transport Committee of Riga in collaboration with Traffic Department. There was an interchange of views in the seminar – how to integrate the quite counter interests of drivers, pedestrians, bicyclists and users of public transport.  The main priority in Riga is traffic safety and improvement of public transport only then followed by transport mobility.

9th of March, 2007.  The amendments in Codex of Administrative Penalties entered into force that increase fines for speeding, for not using of a seat belt or helmet, violation of traffic rules for carrying the passengers, as well as for using a car with tinted windscreen and front side windows. The fines are also increased for pedestrians for violation of Traffic regulations, as well as the maximum permitted blood alcohol content for cyclists and riders of moped is reduced from 1,0 mg/ml to 0,5 mg/ml. 8th of March, 2007. The Road Traffic Safety Directorate published the final data of road safety indicates ( http://www.csdd.lv/?pageID=1099058786 ) . There were registered 407 killed in the road accidents in 2006. It is the least rate since 1970 when the collection of statistics started in Latvia. The number of injury accidents and injured persons has also decreased.

In comparison with 2001, the number of killed have decreased by 27,1% from 558 (2001) to 407 (2006). Thereby the situation of road safety continues to improve and shows good reduction of number of killed in comparison with other Member States of the European Union.

22nd of February, 2007.
In Brussels was published the ranking (http://www.etsc.be/documents/PIN%20Flash%204.pdf) of the Member States of the European Union, as well Norway and Switzerland,  made by the European Transport Safety Council (www.etsc.be ). It shows that seat belt wearing in the front seats of cars varies among European countries from less than 70% to more than 95%. ETSC has estimated for each country the number of drivers who survive road crashes each year by using seat belts.  ETSC has also calculated for each country the potential of increasing seat belt use to the highest possible level. The figures show that in countries with low seat belt wearing, more than 20% of all driver deaths could be prevented.

21st of February, 2007.The extraordinary meeting of Road Traffic Safety Council of Latvia was called because the number of killed in January, 2007 increased approximately by 71% from 28 (2006) to 48 (2007). From all killed - 35 were pedestrians. The Minister of Transport expressed his point of view that the main solution is to change the attitude of road users towards safe behavior in road traffic. This can be done with the help of spreading of information and awareness raising campaigns, with increasing of fines and control for violation of Traffic regulations.
